UNESCO Culture Conventions

UNESCO leads in the provision of international standard setting instruments for the protection of culture, heritage, cultural properties, etc. The Culture Committee's Conventions Working Group looks at issues relating to the UK's position on these Conventions.

Background

UNESCO provides a central forum for coordinating the ethical, normative and intellectual issues of our time, fostering multidisciplinary exchange and mutual understanding, working towards universal agreements on these issues, defining benchmarks and mobilizing international opinion. (go to: UNESCO's Normative Action page)

In the Culture sector, one of the best known is the 1972 Convention concerning the Protection of the World Cultural and Natural Heritage and the associated World Heritage sites.

UNESCO has the following Culture Sector Conventions:

  1. Protection and Promotion of the Diversity of Cultural Expressions (2005)
  2. Safeguarding of the Intangible Cultural Heritage (2003)
  3. Protection of the Underwater Cultural Heritage (2001)
  4. Protection of the World Cultural and Natural Heritage (1972)
  5. Prohibiting and Preventing the Illicit Import, Export and Transfer of Cultural Property (1970)
  6. Protection of Cultural Property in the Event of Armed Conflict (1954)
  7. Universal Copyright Convention (1952, 1971)

For a complete listing of UNESCO normative instruments classified by type and Sector, consult the Standard-Setting Instruments web page.

Our Work in this Field

The Culture Committee Conventions Working Group looks at a range of issues, inter alia, the impacts of UK ratification of conventions, whether the UK might ratify existing conventions, monitoring and enforcement of existing conventions.

In addition to the Culture Committee's focus on World Heritage (4), the Conventions Working Group is presently focused on (3) and (6)
